What is the Board of Registration in Midwifery (aka “Midwifery Board”)?

The 2024 Midwifery and Maternal Health Law signed by Massachusetts Governor Maura Healey established the Board of Registration in Midwifery to oversee CPM licensure. You can read more about the applicable laws here.

The Midwifery Board sits within the Division of Health Professions Licensure at the Department of Public Health for the Commonwealth of Massachusetts. The Midwifery Board is required to abide by the state’s open meeting laws which include public access to meetings, public posting of agendas and minutes, and more information can be obtained through public records requests.

Following Midwifery Board activities

The Board has been meeting monthly since February 2025. Their activities include drafting regulations for CPM licensure and scope of practice. The regulations drafted by this board will go through various levels of legal review within the Department of Public Health and state administrative bodies, and then go to a public comment period including a hearing before they are finalized and put into effect, (aka “promulgated).
